Comparison of Financial Efforts in support of HIV Response


Analysing ODA made available to confront the epidemic in relation to GNI, we observe that United Kingdom represents the only European DAC member state, which did not reduce its financial effort in support of the response to HIV in disadvantaged countries since the first years of the period under review. Even in this case, however, the GNI ratios of HIV funding in 2012 and 2013 fell considerably below the peak reached in the year 2010. The evolution of the overall HIV funding provided by United Kingdom is highly influenced by the amount of the contribution to the Global Fund that fluctuated year by year.


Europe’s average ratio of ODA grants for the HIV response fell from more than 0.0245 % in the first years to just 0.0164 % in 2013. But when comparing the total contribution made available on a grant basis with the combined economic capacity the proportion fell from 0.0186 % to 0.0133 % over the period under review. Due to the fact that many countries with major economies provide comparatively low levels of funding, the aggregate financial effort is considerably lower than the simple average.


Spain and Italy showed the most dramatic decreases of financing efforts as ODA ratios seen in 2012 and 2013 represented merely 13 % and 27 % respectively of the levels reached in the 2007 to 2009 phase. While some donor countries tried to resolve part of their sovereign debt crisis at the expense of the most disadvantaged and vulnerable populations of the world, other European states that were much less affected made contributions far below average. In 2013 Germany and Switzerland only exhibited GNI ratios that represent 48 % and 45 % of the European average. On the other side, Sweden and Norway contributed more than double of the simple average.
