This interactive map permits to observe the performance of all “traditional” donor countries including the non-European DAC members at a glance. Furthermore, you can compare different concepts of calculating the ODA/GNI ratio. In addition to the percentage of ODA grant transfers in relation to GNI that represents the genuine financial effort the map also shows the GNI ratio of total ODA transfers including loans and equity investments and the official figure as published by OECD.


It is important to note that our calculation of total ODA transfers takes account of both the amortization of principal and the repayments of interest, in contrary to the presentation of ODA flows by OECD that does not consider the latter reimbursements. This concept excludes non-transfer items, namely debt relief, imputed student costs, expenditure for refugees in the donor country and administrative costs.


The calculation of ODA grant transfers comprises non-repayable funding of projects in developing countries, either through bilateral cooperation or via multilateral organizations engaged in development activities. It takes account of the balance of lending that is imputable to government resources deducting the respective amount in case of a negative value, i.e. when the repayments of principal and interest received by the donor government exceed the volume of new disbursements funded with budgetary resources in a certain year. Note that total transfers may be lower than grant transfers in these situations of a negative balance of loans, because the full amount is subtracted including both the part imputable to government resources and the part corresponding to money raised on the capital market (a government share of lending of 50 % is assumed when available data do not permit an exact calculation).
